SCEC Outlines Electoral Spending Monitoring
In a press release issued on Saturday, the Supervisory Commission on the Election Campaign (SCEC) defined the way in which candidates’ electoral spending will be measured and monitored during the electoral campaign, specifically relating to advertisements and media publicity.
The SCEC said that campaign spending would be considered to include all money spent on advertisements in which the candidate appears in pictures, text or both. It would also include all advertisements in which the name of the candidate’s electoral list or political party appears, anywhere in Lebanon, even if it does not include their name or photo. Any advertisement that features party leaders or officials, regardless of whether or not they are candidates, would be considered as part of the electoral spending quotas of all party members.
The SCEC also said that the candidate’s electoral spending would also include all advertisements relating to his political party anywhere in Lebanon that uses the party’s name, slogan, color or symbols. It would also include any advertisement, anywhere in Lebanon, for an alliance of parties or political movements to which they belong.
