Hariri’s proposal “Constitutional,” Opposition Seeks to Amend Constitution
Justice Minister Ibrahim Najjar told the Voice of Lebanon radio station on Thursday that there are two tracks in the “unprecedented” cabinet formation.
The first is a “constitutional” track adopted by Prime Minister-designate Saad Hariri, who proposed a cabinet line-up to President Michel Sleiman in light of former deliberations with different parties so that Sleiman ultimately seals the process by either signing the decree or refusing the proposed cabinet.
The second is the “allegedly constitutional” track, adopted by the opposition that “is seeking to amend the Constitution.”
Najjar also said that the 15-10-5 formula was based on the Doha Agreement, adding that the formula does not necessarily have to be the basis for the cabinet formation.
He also noted that Hariri offered the March 8 coalition significant portfolios that are “rarely granted” to the opposition.
